RoHS Recast expands obligations for compliance with restriction of substances in electrical and electronic equipment



 

The RoHS recast, directive 2011/65, is the revised version of the RoHS directive 2002/95/EC which went into force in 2006. Besides a few exemptions, the substances lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB) and polybrominated diphenyl ethers (PBDE) are not allowed for use in electrical and electronic equipment placed on the European market. After transition periods, the substance restrictions apply also on medical devices, measuring and control instruments that have been exempted so far. Additionally, the RoHS recast has added an 11th category for an open scope of all electrical and electronic equipment. The directive adds new documentation and labeling duties (CE mark). The obligated parties have to denunciate themselves to the authorities in case of non-compliance. Manufactures have the possibility of appointing a representative. The RoHS recast also defines processes to add more substances to the list of restricted substances.
